BRIEF BIOGRAPHY OF PAAVAN DUGGAL

Paavan Duggal is a practising Advocate, Supreme Court of India, having specialized in the newly emerging field of Cyberlaw and E-Commerce law in the last few years.

He is advising numerous clients, national and international, on various issues concerning Cyberlaw and e-commerce law. He is also doing work in the field of Intellectual Property Rights and Information Technology, Information Security law and Business Process Outsourcing Law.

Paavan is President of Cyberlaws.Net, which is Internet's unique and first ever consultancy dedicated exclusively to Cyberlaw. He is the Founder President of Cyberlaw Asia, committed to the passing of dynamic cyberlaws in the Asian continent.

He has been associated with the Nominating Committee, Membership Advisory Committee and Member of the Membership Implementation Task Force (MITF) of The Internet Corporation for Assigned Names and Numbers (ICANN).

Paavan is a member of the World Intellectual Property Organization's (WIPO) Arbitration and Mediation Centre Panel of Neutrals.

Paavan is the Member of the Public Interest Registry's .Org Advisory Council.

He has been associated with UNESCO on Ethical, Legal, and Societal Challenges of Cyberspace in Asia and the Pacific. He is the Member of AFACT Legal Working Group of UN/CEFACT. He is a consultant with International Trade Centre, UNCTAD/WTO, and Geneva.

Paavan is interacting with UNESCAP on legal issues relating to Cybercrimes & Information Security.

Paavan is associated with EPIC (Electronic Privacy Information Centre) as an Indian expert for the preparation of its Privacy and Human Rights, 2003 Report.

Paavan has vetted and reviewed the e-primer on Cyberlaw prepared by an e-Asian Task Force as an expert authority.

Paavan has been invited to be an Associated fellow of the Centre for Asia Pacific Technology Law and Policy (CAPTEL) at Singapore.

He is a member of Panel of Arbitrators of the Regional Centre for Arbitration, Kuala Lumpur.

Paavan has been invited to join Indian Chapter of the Commonwealth Centre for Electronic Governance.

He is the Cyberlaw correspondent for the Global Legal Publication, JURIST : The Legal Education Network.

He is advising the Controller of Certifying Authorities, Ministry of Information Technology, Government of India on issues concerning the Indian Cyberlaw, namely the Information Technology Act, 2000. He is also the Member of the IT Act Legal Advisory Group constituted by the Controller of Certifying Authorities.

Paavan has testified before the Indian Parliament Standing Committee on Information Technology, on the Communications Convergence Bill, 2001.

He is the Member of BPO Steering Committee of India's leading trade association, ASSOCHAM

He is the Founder of The Cyberlaw Association, Cyberlaw India & Cyberlaw Arbitration.

Paavan is the author of the book "Cyberlaw - The Indian Perspective" and has written numerous articles in various legal journals, magazines and newspapers.

His forthcoming book entitled "Law of Business Process Outsourcing" is the first of its kind in India.

Paavan Duggal is the visiting faculty for Cyberlaw at the National Police Academy, Hyderabad , Indian Law Institute, Delhi and Bureau of Police Research & Development, Ministry of Home Affairs, Government of India.

He is associated with AMIC Singapore on Cyberlaw issues.

Paavan is a prolific writer and speaks at numerous International Cyberlaw Forums. He writes the weekly Sunday interactive Cyberlaw column entitled "Brief Cases" in the Economic Times.
